+Northcastlean has good ideas. But our politicians are stuck on revenue generating ideas such as mailing cam tickets. It won't stop a train from hitting a car on the tracks due to booze, elder confusion, medical and so on.
Try something innovative that will actually stop a crash. Install video cameras at each grade crossing. The signal is transmitted by radio to a small monitor in the cab of approaching trains. It may not help those who try and beat the train at the last second but it will work for the majority of car-in-wrong-spot cases. The technology is simple. Any number of engineering firms can whip this up in no time. You can even use so called smart video that will sense a stuck car, highlight it on screen and trigger an audio alarm.
