Officer John DeFilippo was conducting a traffic enforcement operation in Jersey City yesterday afternoon when he said he saw Michael A. Carrozza “place his left foot over the licnese plate” of his 2009 Triumph while passing through the toll without an E-ZPass transponder.

DeFilippo stopped Carrozza, of Manhattan, who had a New York driver’s license and insurance card but no registration, the authority’s Joseph Pentangelo said.

“The officer then noticed the license plate on the motorcycle was defaced so that two of the characters were unreadable,” he said.

Carrozza “made statements referencing trips through the Lincoln Tunnel and on the NJ Turnpike without paying tolls,” Pentangelo said.

Carrozza was arrested and the cycle impounded, he said.

He faces a hearing Tuesday on charges of theft of services, tampering with public records and having an unregistered vehicle.
