North Salem and Lewisboro Team Up for Efficiency

NORTH SALEM, N.Y. - The North Salem Highway Department plans to share certain maintenance equipment with the Lewisboro Highway Department for the benefit of both towns. 

The Intermunicipal Agreement (IMA) is effective immediately and will expire Dec. 31, 2014, Deputy Supervisor Peter Kamenstein said at the last town board meeting.

“Lewisboro would like to use our vacuum truck,” Kamenstein said, and when North Salem needs certain equipment, “we won’t have to go out and buy it or rent it at exorbitant prices.” 

The vacuum truck is used for basin-cleaning. North Salem has already finished that project for the year. In return, “We’re looking forward to borrowing their leaf vac in the fall,” said North Salem Highway Superintendent Ward Hanaburgh. “Lewisboro doesn’t pick up leaves for town residents.”

Leaf pickup in North Salem is limited to residents who live on town roads. It will start at the beginning of October. The leaves should be placed at the curb in a neat pile or in biodegradable bags. The service will continue on a regular basis through the fall and conclude around the time of the first snowfall. 

There are no insurance issues with the agreement, Kamenstein said.

“We’re going to send one of our own personnel down with the machine so we know the equipment will be used in a proper manner,” said Hanaburgh.

Hanaburgh said he and Lewisboro Highway Superintendent Peter Ripperger “came up with the idea together. We’re both very active in our highway associations. It’s even Stephen, no money exchanged. We’re seeing more of shared services between neighbors.”

“These types of intermunicipal agreements, shared service agreements, are something we don’t use enough,” Kamenstein agreed.
