Ex-Bedford Hills Correction Officer Faces Federal Sex Assault Charges

A former officer at the Bedford Hills Correctional Facility for Women is facing federal charges after he allegedly sexually assaulted an inmate in his care last year.

Preet Bharara, the U.S. Attorney for the Southern District of New York and Anthony Annucci, the acting Commissioner of the New York State Department of Corrections and Community Supervision announced on Wednesday that former officer Jeffrey Green was facing serious charges following a complaint from an inmate last year.

According to Bharara, late on March 10 last year, Green unlocked and opened the cell of his alleged victim and entered unaccompanied by another correction officer. Green allegedly then grabbed the inmate by her arms, held her with her back against the wall of the cell and licked, kissed and bit her neck before fondling her chest.

When the alleged victim pushed Green away, he forced himself on her, Bharara said. He pulled up her shirt, fondled her and grabbed her groin area. The assault ceased when another correction officer knocked on the door to be admitted into the unit, upon which Green immediately departed the cell.

The assault was reported the following morning, and a medical examination determined that samples taken from the victim’s body tested positively as male saliva. Surveillance video and audio recordings also show Green entering the cell on the night in question, allegedly making a comment about receiving oral sex.

“DOCCS has zero tolerance for any criminal activity involving staff or inmates within our facilities,” Annucci said in a statement. “This latest arrest highlights the successful investigation by the Department’s Office of Special Investigations, Westchester County District Attorney and the US Attorney’s Office for the Southern District, all cooperating in this pursuit of justice.”

Green was arrested on Wednesday at his Brooklyn home and has been charged with one count of deprivation of rights under color of law, which carries a maximum penalty of 10 years in prison. He is due back in federal court later on Wednesday afternoon.

“As alleged, Jeffrey Green, a former New York State correction officer at Bedford Hills Correctional Facility, entered a prison cell, pushed a defenseless female inmate against a wall, and sexually assaulted her,” Bharara stated.

“Green’s alleged predatory conduct not only betrayed his duty as an officer to protect those under his charge, but violated our Constitution. The protections of our Constitution do not end at our prisons’ walls, and when inmates’ civil rights are violated, as they allegedly were here, we will act.”
