Man Arraigned In Roadside Homicide In Ossining

OSSINING, N.Y. -- A Yonkers man accused of murdering Luis Blanco, 62, also of Yonkers because he owed him money, was arraigned in court Monday, Nov. 23 on a 10=count indictment, said Westchester County District Attorney Janet DiFiore.

Joaquin Recino-Garcia, 27, of Yonkers was charged with first-degree murder in the death of Luis Blanco, 62, also of Yonkers. If found guilty, he faces up to 25 years in prison.

Joaquin Reckons Garcia, 27, was charged with one count of first-degree murder, two counts of second-degree murder; two counts of first-degree robbery; one count of second-degree criminal possession of a weapon, and four counts of fourth-degree criminal possession of a weapon, DiFiore said.

According to police, Blanco's decomposing body was found by a jogger along Route 133 in Ossining early in the morning on Aug. 24. An autopsy by the Westchester Medical Examiner’s Office determined that Blanco suffered a bullet wound to the back of his head. He had also been stabbed multiple times in the head, neck and torso, police said.

A homicide investigation by the Ossining Village Police Department, the Yonkers Police Department and investigator’s from the D.A.’s Office, revealed that Garcia owed Blanco money. 

The two men were scheduled to meet on Aug. 19, the day Blanco went missing. Police said that Garcia and another man, picked up Blanco in the defendant’s Ford SUV in Yonkers. Garcia told Blanco that he could not pay the money he owed. When Blanco threatened to inform Garcia’s employer, Garcia became angry, brandished a screwdriver and demanded Blanco hand over all his valuables. Garcia then proceeded to stab the victim multiple times. The other man in the back seat of the SUV then shot Blanco once in the back of the head, police said.

Garcia was arrested by Ossining Village Police on Sept. 18. He is scheduled to appear in court on Dec. 8. If found guilty, he faces a maximum sentence of 25 years to life without parole.
