North Salem Man Faces Dwai Charge

NORTH SALEM, N.Y – New York State Police from the Stormville barracks arrested 36-year-old James E. Penny, of North Salem on Monday on a charge of driving while ability impaired by drugs, a misdemeanor.

Troopers stopped Penny on Beekman Road for speeding and failure to maintain his lane of travel. Troopers interviewed Penny and observed clues that indicated he was impaired at the time of the stop.

A drug recognition expert was used to confirm that Penny was impaired.

Penny was issued traffic tickets directing him to appear before the East Fishkill Town Court on Wednesday, Sept. 30, at 4 p.m.
